Costly information acquisition. Is it better to toss a coin?

چکیده

This paper presents a strategic model of common value elections with endogenous information acquisition. It proves that majoritarian elections can fail to aggregate information when voters have heterogeneous skills. Informational inefficiencies can be partially corrected by improving the skills of the electors as the population increases, or by limiting participation to the most competent citizens. The first interpretation is consistent with Rousseau’s view that an educated citizenry is necessary for a functioning democracy, while the second provides a rational foundation for epistocratic government. Costly information acquisition . Part I : better to toss a coin ? ∗

In a common-values election with two candidates voters receive a signal about which candidate is superior. They can acquire information that improves the precision of the signal. Electors differ in their information acquisition costs. For large electorates a non negligible fraction of voters acquires information, but the quantity of informed voters and the quality of acquired information declin...

A Full Characterization of Functions that Imply Fair Coin Tossing and Ramifications to Fairness

It is well known that it is impossible for two parties to toss a coin fairly (Cleve, STOC 1986). This result implies that it is impossible to securely compute with fairness any function that can be used to toss a fair coin. In this paper, we focus on the class of deterministic Boolean functions with finite domain, and we ask for which functions in this class is it possible to information-theore...

People toss coins with more vigor when the stakes are higher

We trust that the uncertainty regarding the outcome of a coin toss makes it a fair procedure for making a decision. Small differences in the force used to toss a coin should not affect this uncertainty. However, the voluntary movement involved in tossing a coin is subject to motivational influences arising from the anticipation of the value of the outcome of the toss. Presented here are measure...

Electing a Leader

The following scenario was examined in [1]: we toss  ideal coins, then toss those which show tails after the first toss, then toss those which show tails after the second toss, etc. Observe that if, at a given toss, only heads appear, then the process immediately terminates. Suppose instead that we require the coins (all of which showed heads) to be tossed again? Under such a change of rules, ...

A cointegration analysis shows that in horizons shorter than 100 days, there is a significant one-to-one relation between these two prices which im...
